SC Engineers is seeking a Senior Construction Manager to lead construction oversight on major transportation infrastructure projects across New Jersey. The ideal candidate brings extensive field experience managing capital programs for NJ Transit, NJDOT, and the New Jersey Turnpike Authority. This is a senior leadership role – the candidate will be responsible for the full project lifecycle, from pre-construction planning through final acceptance, ensuring projects are delivered safely, on schedule, within budget, and in full compliance with agency requirements and contract documents. The ideal candidate shall serve as the client manager.
Key Responsibilities
- Serve as the lead Construction Manager on NJT, NJDOT, and/or NJ Turnpike Authority projects, managing resident engineers, inspectors, and field and office support staff on active construction sites
- Oversee contractor performance, schedule adherence, and quality control; enforce contract documents, agency specifications, and safety standards across all work activities
- Manage and review RFIs, submittals, change orders, and contractor claims; provide written recommendations and coordinate agency approvals in accordance client procedures
- Monitor project budgets and costs; review and certify contractor pay estimates, track earned value, and report project financial status to the client
- Develop, maintain, and update construction schedules; identify critical path issues, coordinate with contractors on recovery plans, and report schedule status to agency clients
- Champion jobsite safety; conduct regular safety audits, enforce OSHA and agency safety requirements, and lead incident investigation and corrective action processes
- Coordinate utility relocations, MOT (maintenance of traffic/train operations), third-party agreements, and regulatory permit compliance throughout construction
- Prepare and present progress reports, meeting minutes, and executive briefings to agency clients; maintain comprehensive project documentation in accordance with agency record-keeping requirements
- Champion project pursuits and support with business development
Qualifications
Required:
- Bachelor’s degree in Civil Engineering, Construction Management, or a related field; Master’s degree preferred
- PE license in New Jersey is a must
- Minimum 12-15 years of construction management experience on transportation infrastructure projects, with a significant portion on NJ public agency programs
- Demonstrated, direct project experience with NJ Transit (NJT), NJDOT, and/or the New Jersey Turnpike Authority (NJTA)
- Thorough knowledge of NJ agency contract administration procedures, including change order processing, pay estimate certification, and claims management
- Proven ability to lead and manage multidisciplinary field teams, resolve disputes, and maintain productive working relationships with contractors and agency clients
Preferred:
- CCM (Certified Construction Manager) certification
- Experience managing rail, bridge, highway, or transit station projects with active operations (live rail or open-road environments)
- Familiarity with NJDOT Construction Management Manual, NJT Design Criteria, and NJTA standard specifications
- Proficiency in construction management software (e.g., Primavera P6, Procore, or equivalent) and working knowledge of CPM scheduling review and analysis
