Description:

The project consists of a new rail tunnel under the Hudson River, and railroad infrastructure in New Jersey and New York connecting the new rail tunnel to the existing NEC. SCE staff provided management services during conceptual and preliminary engineering services to identify, evaluate and select a Preferred Alternative for evaluation in the NEPA EIS. Project construction includes mining twin 30ft diameter tunnels using both hard rock and EPB tunnel boring machines, excavation and final liner of 2-135 foot diameter ventilation shaft, ground improvement methods (ground freezing, jet grouting, soil mixing), cofferdam construction in the Hudson river, rail tunnel and ventilation facility fit-outs, coordination with overbuilding developers in Manhattan during real estate acquisition.
