SC Engineers is seeking a Construction Management Director (Rail & Transit) to lead and expand its PM/CM practice, with a focus on resident engineering and inspection services across rail and transit infrastructure projects. This role combines strategic leadership, business development, and portfolio oversight with the ability to directly support project execution when required.
The Director will be responsible for driving growth, managing key client relationships, and ensuring successful delivery of multiple projects. Depending on project needs, the Director may also assume project-specific roles such as Resident Engineer or Project Manager to provide direct leadership and technical oversight.
ESSENTIAL FUNCTIONS
- Lead and grow the Rail & Transit construction management practice
- Develop and execute strategic plans for market expansion and revenue growth
- Drive business development efforts, including pursuits, proposals, and client engagement
- Maintain and strengthen relationships with key clients and teaming partners
- Provide executive oversight of multiple rail and transit construction projects
- Ensure delivery aligns with contract requirements for safety, quality, and schedule
- Oversee project controls including budget, forecasting, scheduling, and risk management
- Monitor contractor performance, CPM schedules, and overall project progress
- Provide high-level technical guidance on construction methods, sequencing, and contract interpretation
- Oversee QA/QC processes and ensure compliance with project specifications
- Review and guide approval of submittals, change orders, payment applications, and engineer’s estimates
- Ensure implementation and enforcement of safety standards and procedures
- Execution Role Flexibility (Project-Level Leadership)
- Serve as Resident Engineer or Project Manager on select projects, as required
- Lead inspection teams and field staff to ensure construction activities meet contract requirements
- Act as primary point of contact with contractors, clients, and stakeholders at the project level
- Conduct progress meetings, resolve field issues, and manage construction coordination
- Review submittals, monitor safety compliance, and oversee daily field operations when assigned
- Lead, hire, and mentor Resident Engineers, inspectors, and PM/CM staff
- Build and manage a high-performing, scalable team
- Oversee staff utilization, training, and professional development
- Manage departmental operations and meet annual business and financial goals
- Serve as senior liaison with clients, agencies, and contractors
- Lead resolution of complex project issues, claims, and change management
- Ensure proper contract administration and regulatory compliance
MINIMUM QUALIFICATIONS
- Bachelor’s degree in Engineering, Construction Management, or related field
- 10–15+ years of construction management experience in rail, transit, or heavy civil infrastructure
- Demonstrated experience as a Resident Engineer on large-scale projects (>$20M)
- Strong background in both field inspection and office engineering/project management
- Professional Engineer (PE) license (NY or NJ preferred)
- Proven ability to manage multiple projects and teams simultaneously
PREFERRED QUALIFICATIONS
- Experience with major transit agencies (MTA, Amtrak, NJ Transit, Port Authority, DOT)
- Experience across civil, structural, and/or rail systems disciplines
- Strong business development and client management track record
- Excellent leadership, communication, and negotiation skills
- Ability to operate effectively in a fast-paced, multi-project environment
