NYC Borough-Based Jails – Brooklyn Facility – Preaction Foam Sprinkler System
SC Engineers served as fire protection engineering subconsultant to EH Fire Suppression on the New York City Department of Design and Construction’s Borough-Based Jails Brooklyn Facility, a Design-Build program delivered by Tutor Perini Corporation. SCE designed a preaction foam-water sprinkler system protecting the facility’s fuel oil vaults, producing the full engineering deliverable package: shop drawings, hydraulic calculations, and specifications for an Ansul 3% NFF-331 foam-water system fed by a 300-gallon bladder tank and dedicated preaction valve assembly. The design was developed in accordance with the 2022 NYC Fire Code and Building Code, NFPA 13 (2016) as modified by Appendix Q, NFPA 16 (2015) as modified by Appendix B of the NYCFC, and UL 162. SCE’s hydraulic analysis evaluated both maximum and minimum demand remote areas to confirm proportioner performance across the full range of operating conditions, and the team coordinated closely with the main fire protection contractor, the Engineer of Record, and the end user to integrate the foam system into the building’s water supply, resolve obstruction conflicts, and ensure long-term maintainability. The work demonstrates SCE’s capability to deliver specialty suppression engineering on complex, code-intensive public infrastructure where life safety, regulatory compliance, and constructability all carry equal weight.
