Frederick Douglass Tunnel Program
The Program addresses the deteriorating condition of the existing B&P
tunnel, which suffers from structural degradation, excessive water
infiltration, and limited space for fire and life safety systems. The project
aims to reduce travel time and triple rail capacity through West
Baltimore, while meeting both current and future demands for intercity
and commuter services and improving operational reliability. The
program is divided into four major packages—tunnel construction,
southern approach, systems fit-out, and additional contracts—each with
unique technical and logistical challenges. Major scope items include
construction of a new twin-bore tunnel, a new MARC station, five bridge
replacements, eight roadway modifications, upgraded interlockings, over
30 miles of new track and catenary, and demolition of more than 48
structures involving over 600,000 cubic yards of concrete. SC Engineers
as part of the delivery partner team, is providing tunneling and explosive
blasting expertise and document control management.
